This is the first Highly Leveraged Asset Preservation Project (HILAPP) endorsed by the Massachusetts Department of Housing and Community Development (DHCD) in 2013. Based upon a building needs study performed in 2011 by RAA for the Leominster Housing Authority – the HILAPP combined the modernization of the entire 18 building, 73 unit development including exterior envelope upgrades of exterior insulation, roof insulation, new siding and soffits, new windows, new entrance porches and rails, new family porches, new exterior doors, new exterior storm doors, repairs to exterior walkways, drainage improvements, parking improvements, new electrical services to 18 buildings and an entire site landscape installation.
